How would I go about creating sound rollovers on buttons and button clicking sound design effects in iWeb?
I have the sounds ready, just need to know how to apply them.

This is an interesting question. First off adding sounds to buttons was popular back when full flash sites were around. Now that HTML5 is replacing all aspects of flash you don't see that much anymore. Plus most users find it annoying and many professional web designers/developers will tell you not to add sounds to your links as it's a turnoff to your users. So I recommend not doing this to your navigation.
However if you insist that you want it, there is some javascript out there that can still do this, but it only work in internet explorer as modern web browsers today (again) don't want that functionality. So if you want it here it is:

The other alternative, is to look at the new Mac App in the App Store called "Hype". I haven't used it yet, but it looks interesting and could possibly do what you looking for as well.
